Sustainability & Equity: a better future for all

The 2011 Human Development Report, launched on the 2nd of November 2011, argues that the urgent global challenges of sustainability and equity must be addressed together – and identifies policies on the national and global level that could spur mutually reinforcing progress towards these interlinked goals. Bold action is needed on both fronts, the Report contends, if the recent human development progress for most of the world’s poor majority is to be sustained, for the benefit of future generations as well as for those living today.

Past Reports have shown that living standards in most countries have been rising - and converging - for several decades now. Yet the 2011 Report projects a disturbing reversal of those trends if environmental deterioration and social inequalities continue to intensify, with the least developed countries diverging downwards from global patterns of progress by 2050. The Report shows further how the world’s most disadvantaged people suffer the most from environmental degradation, including in their immediate personal environment, and disproportionately lack political power, making it all the harder for the world community to reach agreement on needed global policy changes. The Report also outlines great potential for positive synergies in the quest for greater equality and sustainability, especially at the national level. The Report further emphasizes the human right to a healthy environment, the importance of integrating social equity into environmental policies, and the critical importance of public participation and official accountability. The 2011 Report concludes with a call for bold new approaches to global development financing and environmental controls, arguing that these measures are both essential and feasible

Le Rapport 2011 sur le développement humain, lancé le 2 Novembre 2011, fait valoir que les défis mondiaux urgents de la durabilité et de l'équité doivent être abordés ensemble et identifie les politiques au niveau national et mondial qui pourraient stimuler mutuellement les progrès vers ces objectifs interdépendants. Une action énergique est nécessaire sur les deux fronts, affirme le Rapport, si le récent progrès du développement humain pour la plupart de la majorité des pauvres du monde se doit d'être soutenu, pour le bénéfice des générations futures ainsi que pour ceux qui vivent aujourd'hui.

Les rapports antérieurs ont montré que le niveau de vie dans la plupart des pays ont augmenté - et tendent à s'uniformiser - depuis plusieurs décennies. Pourtant, le Rapport 2011 prévoit une inversion inquiétante de ces tendances si la détérioration de l'environnement et les inégalités sociales continuent de s'intensifier, notamment en ce qui concerne les pays les moins avancés qui tendent vers le bas les modèles globaux de progrès d'ici à 2050. Le rapport montre en outre à quel point les gens les plus défavorisés du monde qui souffrent le plus de la dégradation de l'environnement, y compris dans leur environnement personnel immédiat, et de manière disproportionnée, n'ont pas de pouvoir politique, ce qui rend d'autant plus difficile pour la communauté mondiale de parvenir à un accord sur les changements nécessaires de la politique mondiale. Le rapport expose également un grand potentiel de synergies positives dans la quête d'une plus grande égalité et de durabilité, en particulier au niveau national. Le rapport souligne en outre le droit humain à un environnement sain, l'importance d'intégrer l'équité sociale dans les politiques environnementales, et l'importance critique de la participation du public et la responsabilité officielle. Le Rapport 2011 conclut par un appel à de nouvelles approches audacieuses pour le financement du développement mondial et des contrôles environnementaux, faisant valoir que ces mesures sont à la fois essentielles et réalisables.
